I had a similar problem - spoke to Nuance and seem to have it fixed. They first asked me to delete all my temp files -including the ones in my user account and make sure that all dragon files were deleted from the Add/remove programmes section of control panel. They then advised me to run the files in the ISSetupPrerequisites folder of the installation disk -in my case these were msxml4 and dotNetFx40Fullx8664 ( which did not need to make changes as I already had the correct version installed).
They also asked me to turn off my antivirus. In my case this led to an error message on running the Windows installer package file saying I need to elevate my account to install the files despite my account being an administrator account.
The Nuance guy had me adjust the UAC control via control panel to the lowest setting but this did not solve the elevation issue and they've told me they will get back to me. However, after getting off the phone I did some searching and followed the advice at this link to disable the UAC and it has now installed perfectly. Hope this helps.
